The bureaucrats and political appointees keep the pool closed because they can. They need to feel secure in the knowledge that they have the power and you don't.

They need you to keep your place.

You keep forgetting that the chemical levels have to be at a certain level for a certain length of time before it can be opened to the public. What's so hard to understand?? It's a law.

the Victoria Pool used to be all filled by the middle of May with the proper chemicals for the required amount of time.

Yes, the bureaucrats at the state secretly hate the public, and THAT is the real reason why the pool isn't open. That sounds very plausible- about as plausible as Save The Victoria Pool Society doing something to help the park other than complain.

With all the current health issues regarding public pools, I would think all public pools are operating under stricter guidelines/rules. Why don't you take the time to read up on the regs? Then take your calendar out and see when it is practical to open the pools. Oh yeah, factor in weather, repairs, staffing etc. You'll find that June works out just about right.
